The background and objective to this contract was to prepare the “Employer’s Requirements” and associated Pre-tendering documents for the proposed Refugee Centre at Shimatari, Greece. The “Employer’s Requirements” document forms the basis of a design and build (D&B) tender by contractors for design and construction of the works. The Employer’s Requirements document is a core document for D&B procurement and contracting. It is relatively short, but concise, unambiguous, complete requirement of the Employers performance and other essential and immutable contractual requirements for design and construction. While other aspects and details of the designs and works may be open to interpretation or proposal by detailed design consultants or “D&B” contractors, the “Employer’s Requirements” should be considered a non-negotiable document.
Also, among the services offered by GAIA S.A. MELETON, were the “initial procurement ckecklists” and the “indicative budget estimate” of the project.
